the deal that quiets some of the outrage over all the questionablealls in the nfl this year. plus, battleground virginia. today the race for president runs right through the commonwealth. good morning and welcome to news4 today. i'm eun yang. >> i'm aaron gilchrist. it is 6:00 a.m. on this thursday morning. you can see some clouds still hanging tough in the overnight darkness. 67 warm degrees. veronica johnson has lots of syllables associated with her name, but the forecast -- >> just call me v.j. we are dealing with a little bit of weather weather this morning. about a third of area seeing some showers. that third is to the north of us. you can see everywhere there shaded in green. it's showers. the lightning that we had. the thunder, the heavier rain, that is now moving out making its way over northern delaware right now. but as i said, some showers

moving in. frostburg, hagerstown approaching areas of frederick maryland again and around leesburg, virginia, you will be getting in on some of those showers. all this right along that same weather front that's been stalled out. goes all the way down to areas of kentucky, on through southern indiana and illinois yet again today. temperature currently is at 68 degrees here. it's 69 in philadelphia. 64 degrees in new york city. our high temperature today as we rise out of the 60s there for the morning hours with those showers staying north. noontime we're dry. upper 70s by lunchtime. and then rain and thunder back after about 5:00 p.m., we should hit a high around 83. checking the roads for you, we're looking at university boulevard. following this throughout the morning. chopper 4 is over the scene, and here's what's happening. traveling westbound, the earlier accident resulted in a downed pole. that's blocking tw of yo ining right lanes. you are able to get by single file to the left.

let's head over to i-270, slow this this area. again from frederick, heavier delays now as you make your way southbound past 109. very sluggish. clarksburg looks good. germantown seeing more volume in that area, but no accidents and not heavy delays just yet as you make your way from german town to rockville. heading over to i-66, let's talk about some delays. seeing congestion build eastbound, really from the bypass as you make your way toward 50, you can see heavier delays in this area, but once you pass 50, getting closer to nutley, it's not so bad. it will start to become stop and go. keep in mind, heavier volume around 50 on i-66 as you make your way eastbound. no accidents to report, though. president obama and mitt romney will once again campaign in virginia today. romney will be in our area. he has an event scheduled at the american legion post 176 in springfield. doors will open at 10:30 this morning. the event starts at 11:50.

the president will be in virginia beach where he will hold a rally for about 20,000 supporters. >> both candidates spent yesterday in ohio. the president spoke at two colleges. his republican opponent visited several cities, including cleveland. romney held a town hall meeting there to discuss jobs and the economy. >> you can be extraordinarily eloquent and describe all the wonderful things you can do, but when you cut through the words, you can look at the record, and when you can see policies that have not created the jobs america needs, then you know it's time to choose a new leader. >> look, i don't believe we can get very far with leaders who write off half the nation as a bunch of victims who never take responsibility for their own lives. >> president obama holds a sizable lead over mitt romney in ohio in recent polls. this morning, we're learning about a security scare that took place while the president was campaigning in ohio earlier this month. federal agents detained a man

whom they say ran through a roadblock while carrying several weapons. the incident happened in covington, kentucky. president obama's motorcade passed through the town on the way to cincinnati. the government says the man in custody has a lengthy criminal record and had been declared mentally ill in the past. four minutes after the hour now. later today, three men are expected in court for robbing and brutally attacking a man last month in eastern market. d.c. police arrested the trio yesterday in the beating of thomas maslin. they robbed him for his iphone. police say he is still in the hospital with serious brain injuries. investigators say these same men robbed three other people of their phones later that night. maslin's wife is expected to speak today. she told chief cathy lanier she is relieved that her husband's attacker was caught. >> this has been a very difficult time for the family. they a they are struggling. he the is extremely grateful for those who called in and provided information that helped us to

get where we are today. >> police tell news4 surveillance video from a gas station may have helped catch the suects. the video appears to show them trying to use maslin's credit card after attacking him. police are investigating a shooting in gaithersburg. chopper 4 above the scene. the shooting happened around 10:00. police say the man was shot multiple times and walked the a nearby cvs and collapsed. the victim is still in the hospital. so far no arrest have been made. real nfl referees are back on the job. their union reached a tentative agreement with the league overnight. tony tull at the live desk now with more. >> nfl commissioner roger goodell has temporarily lifted the referee lockout. the new eight-year agreement would take the referees through the 2019 nfl season. the refs will be taking the field starting tonight as the browns take on the ravens in baltimore. the fans got loud getting this deal done with more than 70,000 fans around the world making

their voices heard in voicemails to nfl offices after the monday night game that gave the seahawks a win over the packers in one of the most controversial calls in nfl history. nfl commissioner roger goodell said this. this agreement supports long-term reforms that will make officiating better. the teams, players and fans want and deserve both consistency and quality in officiating. yes, we do. live at the news desk, tony tull, news4. this morning, more than 1,000 pepco workers are a step closer to going on strike. union reps will go back to pepco to try to get a new deal. if no deal is reached, workers will vote on whether to strike. the labor battle comes as pep co got the go ahead for a rate hike in the district. the d.c. public service commission approved a partial rate increase and that can mean an extra $2.60 a month for the average customer. ken cuccinelli approved a plan to impose stricter building

standards on abortion clinics. they require existing clinics to comply with newer architectural standards for hospitals. supporters say the regulations will ensure the safety of women. opponents say forcing clinics to comply with costly renovations could put them out of business. the plan now goes to governor bob mcdonnell for further review. it will make you scratch your head. video of a guy dressed up as a terrorist. who's in that costume makes it even more shocking. also, will this rain stick around all day? weather and traffic on the 1s just ahead. the news that will p

caught on tape by syrian state television, this terrifying blast shows two deadly explosions about ten minutes apart in damascus. those blasts from the suicide bombers were reportedly aimed at the military command center.

nbc news cannot verify the authenticity of this video. an arizona film make ser facing multiple charges after police say he faked a terrorist attack. michael turley posted this video on youtube. it shows his 16-year-old nephew walking around dressed as a terrorist with a fake rocket launcher. he said he shot the video to test police response time. he originally told officers he was shooting a movie, but police found out the real reason behind the video and arrested him. he faces charges of false impression of a terrorist act and endangering a minor. army soldiers have an unusual mission today, to learn how to prevent suicides. the army is ordering its troops to undergo suicide prevention training. the military has seen a spike in suicides in recent years. the army reported 116 suicides among active duty soldiers for the first seven months of this year. soldiers with essential duties like combat operation don't have to take part in today's

training. it's been almost 40 years since jimmy hoffa went missing. the fbi is heading to eastern michigan on a tip that his body could be buried in the backyard there. a man succeays he saw other many a body just hours after hoffa went missing in 1975. he was seen meeting with two suspected mafia members. police say they are taking this tip seriously but do not expect to actually find hoffa's body. >> we believe he's credible enough that he believes what he saw, that something took place that day out of the ordinary. we do not believe it's jimmy hoffa. we are not making that assumption. the timeline doesn't exactly add up to be mr. hoffa. >> there are many conspiracy theories on where hoffa is actually buries. some rumors include him being underneath giants stadium in new jersey or even on the grounds of the white house. this morning we're getting video of a dramatic explosion in washington state. a truck burst into flames while

it was laying down adhesive for lane markers. it was carrying a large propane tank. flames shoot out of all side of the truck. no one was hurt. a record number of american households have student loan debt. a new report by the pew research foundation says one in five householdsing or 19%, are in student loan debt. that is up 15% from 2007. it's biggest three-year increase in student debt in more than 20 years. pew credits the increase to higher tuition costs and the reception. >> this morning, yosemite national park is the site of a giant science lab. a tourist was among three people who died from the hanta virus. nine people became infected. scientists are now screening employees at the california park and testing rodents to get a better idea how the disease was transmitted. a man faces charges for causing tense moments for passengers on a plane in midair.

>> please help me! please help me! i can't breathe! >> that's the man yelling after fellow passengers restrained him. apparently moments before, he started pacing the cabin, then grabs women and harassed others. this happened on a united airlines flight from chicago to california on tuesday. passengers jumped into action and held the man with a belt until the flight landed. once on the ground, police arrested him. no one was hurt. another united airlines flight had to return to the airport after two flight attendents got into an argument. that plane had just taken off from raleigh, north carolina. the captain asked police to meet them at the gate. just last week, an argument between two flight attendants caused a four-hour delay. a new breakthrough treatment for acne may already be living on your skin. scientists have pinpointed a virus that naturally seeks out and kills pimple-causing bacteria.

the harmless virus already lives on our skin. scientists hope to use this research to develop a topical cream to fight acne. they say that could take at least ten to 15 years to get fda approval. the baltimore ravens will offer free skin cancer skeenings before tonight's game against the cleveland browns. dermatologists will perform screening tests from 4:00 to 8:00 tonight before the game. the screenings are part of an initiative with the national awareness campaign melanoma exposed. the washington nationals could be division champions by this weekend. >> that's right. their magic number is now 4, which means they'll clinch a division title with wins today, and tomorrow, and two losses by the braves. the nats lowered that number last night when they beat the phillies 8-4. bryce harper hit his 20th home run in that win. the braves also won so the nattings' first place lead remains at four games. veronica johnson telling us about some rain in the area.

>> yeah, it's just showers right now. so if you're heading north, some of you way north, you're going to be running into some of this rain. take a look at storm team four radar right here, everywhere in the green, and even some light blue that. is where the rain is making its way north and eastward, but sliding right around northern maryland. right now 70 in areas around hancock, too, pretty wet weather right now. should be staying north of leesburg and north of gaithersburg for the morning. all this along the front that is still stalled along the area. we'll climb to a high today of 83 degrees. and right now there is a chance for a few strong storms coming your way after 6:00 p.m. here's a look at your forecast the next couple of days.

weather today. another wet start for some of you. but will we dry out and when? >> that is the question. veronica johnson live on the storm team with some answers this morning. >> hey, guys. from the morning showers, we'll dry out pretty soon, probably around 7:00 a.m. i'm on the weather deck. there's all these holes in the ground. we've had a raccoon just digging away out here this morning. we are expecting the possibility of some downpours later today. i think after about 5:00 or 6:00. but let me take you back to about 2:30 this morning where the showers, they made their way on through frederick, maryland, through baltimore county. the heavier stuff now in northern delaware. we're just left with a few showers that's going to make its way through areas of frederick and mount erie once again. skirting through areas of loudoun county the next two or three hours. we're in the 60s right now.

gaithersburg at 63. great falls and reston at 63. tacoma park coming in at 68 degrees. for the morning, i think most of our rain is north of d.c. we'll climb out of the 60s and into the 70s by lunchtime. most of our day is going to be dry. partly sunny, ample sunshine like yesterday. we're going the warm up rather quickly. highs into the low 80s today. partly sunny with showers and thunderstorms coming in from the west by around 5:00, probably hitting d.c. around 7:00 or so. right now let's get a look at first four traffic, if we've got any trouble on area roads. >> we do, veronica. if you're traveling along route 50 in maryland and virginia, problems on both roads. let's start first with virginia. crash blocking two left lanes. choppers en route to that accident as we speak. heading over to 50 in maryland, inbound very slow earlier. 295 had a disabled vehicle.

let's talk about the delays. not only jammed at the beltway but you're slow as you make your way inbound. prior to the beltway there is where you're starting to see delays and it's a slow trip as you make your way into the city. travel speed from the beltway, 12 miles per hour. to get to 295, almost a half-hour as of right now. heading to i-66 eastbound at sudley, not seeing any reports of accidents on 66 inside or outside of the beltway. over to the rails, penn south 407, a six-minute delay. metro, vre aren't reporting delays at this time. police in prince george's county say they've identified people of interest in two high profile teen murder cases. 17-year-old amber stanley was shot and killed by an intruder inside her home in august. somebody killed 18-year-old markell ross september 11 when he was walking to central high

school. the prince george's county police chief says the cases will not go unsolved. >> we have leads, as in suspects in both cases that we're trying to develop more information to either exclude them from the suspect list or go further and make a full arrest. >> prince george's county police have been holding public informational meetings near the murder scenes in hopes of getting information to solve the cases. d.c. police are on the hunt for three men who seriously beat a man while trying to rob a sandwich shop in the golden triangle district. the suspects tried to rob a store last night and pistol whipped an employee in the store. the gun went off, too. no one was hit by the victim has serious injuries from the beating. police say a man who killed his girlfriend last weekend is now in the hospital after trying to commit suicide. police say he traveled to miami after the murder, then tried to jump from the ninth floor of a hotel.

a neighbor called police after hearing an argument. police found his 37-year-old girlfriend dead in a stairwell. the man is in critical condition at a miami hospital. when he is released, police plan to extradite him back to montgomery county. officers trying to determine how a driver lost control of a car, sending it into a house. take a look here. a couple was inside the home when the car came crashing through the dining room. they were not hurt. rescuers took the 70-year-old driver to the hospital. he is going to be okay. the family is moving out of that house now until it's repaired. kwame brown is heading back to court. the former d.c. council chairman is heading back to court for a hearing on an unknown violation. the u.s. attorney's office isn't giving a reason for the hearing. brown pled guilty in june to bank fraud and a misdemeanor campaign finance violation. he faces up to a year in prison. he will be sentenced in november. proponents of expanded gambling in maryland will urge voters today to support their

cause. they're hoedi inholding a rall s magsal -- at national harbor. table games would also be legalized if this legislation passes. supporters say the bill would general race millions of dollars for the state. right now it is unclear whether the expanded gambling bill would pass. about 44% of maryland voters say they support expanded gambling in the state. about 46 oppose it and about 9% say they are unsure. the "today" show is coming up next at 7:00. savannah guthrie is here now with what they're working on this morning. nice to see you. >> hi. good morning to you. coming up on a thursday morning on "today," we're following the breaking news. an agreement between the nfl and its referees union to end the lockout that has become a black eye for the sport. the regular officials will be back on the field tonight. we'll be live at the league's headquarters. also ahead, the incredible story of a man looking for a second chance to live out his

a man from maryland is taking the title world's best father to heart. david started a collection of photos with his daughter alice. the photos show alice in precarious situation and they all have one thing in common, that coffee mug that says world's best father. he says almost all of the photos are photoshoped and his daughter was never in any danger. stay with nbc. he and his daughter alice will be on this morning's "today" show. these photos are so terrific to me. the creativity and how fun they are. i hope he'll enjoy those in future years. >> probably has a book on his

your turn lane, you can see the fire department is on the scene of the accident, so you can get by, but you've got to stick to the right lane. if you're traveling university boulevard at piney branch, crash there is blocking your left lane in both directions on university boulevard at piney branch. over to the beltway, outer loop in montgomery county, very slow. significant delays. but you are slow all the way to georgia avenue. good news on the utter loob and inner loop in montgomery county. not receiving any reports of accidents at this time. tony tull is at the live desk with details of the agreement between the nfl and its regular refs. >> good morning. finally sanity has been restored to the nfl as commissioner roger goodell temporarily lifted the referee lockout overnight. the new refs will be taking the field tonight as the ravens host the browns in baltimore. then tomorrow and saturday, officials will meet and vote on the eight-year collective bargaining agreement that will take the refs through the 2019

nfl season. the team owners and goodell finally caving in to refs' demand for more money. currently they make $149,000 a year. once the 2013 season starts, they'll be bumped up to $173,000. finally, their salaries will cap out in the 2019 season at $205,000. the benefit and pension plans remains the same through the 2016 season. at that point, it will be frozen. nfl commissioner roger goodell said this of the deal. "we look forward to having the finest officials in sports back on the field and i want to give a special thanks to nfl fans for their passion. now it's time to put the focus back on the teams and players where it belongs." this morning, the fans are getting a lot of credit for getting the deal done so fast because of all of the outrage following the controversial call at the end of monday night's football game. virginia will take center stage again today in the race

for the white house. both candidates will be campaigning in the commonwealth today. mitt romney will be in springfield at american legion post 176. president obama is holding a rally in virginia beach. both candidatings' running mates have been stumping for votes in virginia, too. vice president joe biden was in chesterfield county on tuesday. republican paul ryan made two stops in the commonwealth last week. >> both candidates were in ohio yet. president obama spoke at two colleges, kent state and bowling green. mitt romney held a town hall meeting to discuss jobs in the cleveland area. >> the president wants more jobs. he's going to talk about wanting more jobs. but what he has done has made it harder for entrepreneurs and businesses to make a decision to create more jobs. that's why we need to take a different direction. >> so i'm looking forward to working with republicans to reduce our deficit, but i refuse to ask middle class families to give up their deductions for owning a home or raising their kids just to pay for another millionaire's tax cut.

through that ever, bu i mean, i just think it's important that we show support. >> i was looking around in the hallways, and everyone looked like him but none of them were him. >> police are still trying to figure out what may have led up to that murder-suicide. >> new this morning, police are investigating a shooting along montgomery village avenue in gaithersburg. chopper 4 flew over the scene. that happened at about 10:00 last night. police say the man was shot multiple times, and then walked into a cvs nearby and collapsed. last checked, the victim was still in the hospital. so far, no arrests have been made. the wife of a man who was brutally beaten in eastern market is expected to address the media today. police arrested three men yesterday connected to the attack and robbery of thomas maslin. they reportedly robbed him for his iphone last month. he suffered serious brain injuries and is still in the hospital. investigators say they arrested these same men for robbing three other people of their phones later that night. >> from some very good tips from

comply with costly renovations could put them out of business. that plan now goes to governor bob mcdonnell for further review. this morning, more than 1,000 pepco workers are a step closer to going on strike. workers still have to vote br going on strike. the labor battle comes as pepco got the go-ahead for a rate hike. the service commission approved a partial rate increase and that can mean an extra $2.60 a month for the average customer. bank of america is testing out some technology that could speed up your life. cnbc's bertha coombs joins us with more. >> good morning, aaron. you may have seen people using their phones to pay at a starbucks. bank of america is testing technology to let customers pay for items at the checkout counter everywhere by scanning a code on their test phones. the test is currently being run in charlotte, north carolina. for now, only bank employees

have access to that program. they expect it to top $171 billion worldwide just this year alone. mean tile, the well-off are feeling a little bit better off. a new study by merrill lynch global wealth management fund finds that affluent americans feel more in criminal of their finances and are being less conservative with their investments. the study polled people with at least $250,000 in investable assets. they say they're living more within their means and they recognize there will likely be more volatility ahead in the markets due to the election and the looming fiscal cliff of tax hikes and spending cuts, which congress still has not addressed, and of course, the uncertainty in europe. things are looking a little bit better this morning. futures reporting higher. spain unveiling that very unpopular budget plan, but so far so good for the markets. the mona lisa is arguably the most famous piece of art in the world.

there are new claims that there are two versions of the classic painting. the swiss-based mona lisa foundation is set to reveal a painting known as the isle worth painting. they say it depicts a younger woman, leaving scientists to believe that this version is as authentic as the original da vinci painting what. the evidence is, we will find out today. fascinating. >> 11 or 12 years earlier they think it was painted. they say there's no scientific evidence to disprove what they're claiming. >> well, the new mona lisa -- will it go in the louvre as well? >> time will tell. let's get a look at our forecast one more time. >> we'll have to insert that page into the textbooks, too. we're a little wet this morning, but most of us are going to be dry until later today. so let's take a look outside and see what's going on.

area, you're slow all the way to the beltway. here your delays start out of prince william parkway, really slow, about 30 miles per hour to get to the beltway. over to you. metro might have a solution for anyone who's rushed to catch a train, only to find his or her fare card is empty. the washington examiner reports the agency is testing a new way to replenish smart trip balances when they drop below a certain level. the money would automatically be charged to their credit or debit card. metro hasn't said when the service will be available to everyone. what will metro look like three decades from now? the transit agency is trying to answer that question in a new campaign. it's called momentum. the next generation of metro. and metro is turning to its own customers to help change the future. among the questions it will be asking riders, how should the agency increase capacity to reduce crowding? what additional types of transit are needed? and what is the best way to ensure the agency's fiscal stabilities? some tough questions there.

after more than two decades of legal battles, demolition officially under way for a new development in southeast washington. crews started knocking down the old skyland mall. plans are in place for an 18-acre development, which will increase retail shops, a planned walmart store, and 500 housing units. officials at the university of virginia are calling for a recount after being named the top party school in the country. "playboy" magazine gave the school the title. a school spokesperson tells nbc news the university would rather be recognized for their academic achievements. last month, "forbes" ranked uva the top public university in the country. you may want to grab a chocolate bar on your way out the door this morning. eating chocolate could make you smart -- >> being chocolate? >> eating chocolate could make you smarter. researchers in canada tested a flavanoid thought to be key. the scientists found it helped snails remember a simple
